Implement Emails for proactively monitoring API and agent's performance.

Similar to what we have on SST for MQ alerts where we can add thresholds it would be useful to have options to add alerts around API thresholds, Agents response times.

This will be useful for customers going into Peak to foresee any issues of agents or api's going into deadlocks or performing slowly.


health monitor option was available on legacy however on NextGen its been deprecated So it will be good to have something that we can custom build as per our requirements and reduce our reliance on IBM support for being proactive.

We can implement monitoring around agent and api performance and SST can then generate alerts and send out email which NextGen currently does not support.
