Support for RMA Plus

Swift as part of CSP recommends usage of RMA Plus. Under RMA Plus, support is provided at the request type level. HSBC has upgraded to usage of RMA Plus, however we are limited as RMA Plus is not supported in Sterling integrator.

In order to use our cloudant instance the host character limit of 50 is too restrictive. The host name size is 57.

Account for store time zone in RTAM node level availability calculation

RTAM would honor the property yfs.useNodeLocaleTimeForCapacityCheck, which is currently required in CoC implementations to have inventory APIs correctly calculate availability in the store's local time.
