This idea is not under consideration because we currently do not tie email addresses to the partner registrations. That is because there are times when an invitation may be sent out to one person at a partner organization where that partner may decide that it should be another person. This allows that other person (the one that should be the partner administrator) to register with their email address.
We are also considering an enhancement where the sponsor would be able to check to see if the partner is already onboarded into B2Bi/SFG. This would allow the sponsor to not proceed with the onboarding process unless they needed to have the partner update their details.
Also, with the eventual inclusion of single sign on into PEM, we believe that inviting partners and having those partners go through a separate registration process just for PEM will become less frequent.
