Sending mass PEM registration email after bulk upload

In a project for migration partners from legacy MFT to SFG, we want to use the connectivity information of partners from legacy system. PEM campaign is used to inform partners of the move, and any change they have to make at their end. Automatic registration emails to Partners during bulk upload should not be sent. PEM campaing should be rolled out after uploading all the partner's connectivity information to PR. Currently functinality requires after bulk upload each partner has to be manually invited to register. For a large number of partners the manual process is tideous and error prone. We are looking for an API/funtionality to mass invite partners to register to PEM after bulk upload.
