The IG requires REF in 2200C when NM109 in 2100C is not populated and 2200B STC03 = WQ. Please escalate this ticket as a defect.
We want the billing provider REF segment of 837 to be mapped in the 2200C REF segment of 277. Because 2010AA NM109 is a situational field and if it doesn't come in the input file,
it comes as "XXXXXXXX" in the 277. That's why we need to map the REF segment.
