Fix EBICS Signing Option 2 using same order type with UZHNN attribute

The EBICS Standard sets out 3 options for electronic approval signatures in section 3.12. Clients may use any of these 3 options so it is vital that the IBM EBICS Server correctly supports all 3 according to the standard. 
At the moment the IBM EBICS Server accepts orders using option 2 whereby a 2nd upload order of the same type is sent with 0 segments and a UZHNN attribute. The signature is correctly applied to the original upload order allowing it to progress correctly from VEU. Unfortunately the 2nd order is left with a state of "OPEN" instead of being marked "RCVD" which is confusing for server operators. The EBICS Server sends a response to the client confirming the order has been successful, however it includes the TransactionID element, contrary to section which states that this must only be provided if NumSegments>0 and the order does not have the UZHNN attribute, which causes the client software to throw an error.
