Give Integrated File Agent (IFA) the ability to point to a load balancer

Today IFA can only point to C:D on the same server. If it could use a load balancer, the workload could be distributed among multiple CD servers. It would also be nice to add HA support: if one IFA goes down, another one could pick up the work
