Decoupling the OrderHub OIDC functionality from SBC would allow organizations to manage OrderHub's authentication independently. This change reduces dependency on SBC. Additionally, organizations that do not use SBC and are not part of smcfs.ear currently need to include sbc.war in their build because the servlet required for OrderHub's OIDC authentication is part of sbc.war and does not function without it, creating unnecessary overhead.
The OrderHub should have a standalone OIDC implementation that directly communicates with the identity provider (e.g., Microsoft Entra/ Azure AD), bypassing any dependency on SBC for authentication.

SBC and Order Hub together serve as the current OMS admin UIs. While they are technically separate deployments, they are closely integrated from a functional perspective. Nearly all of our customers deploy SBC and rely on it for various configuration tasks. On the other hand, the SMCFS deployment is primarily used for backend order processing, as application console screens are now moved to OH. Due to this functional distinction between SBC and SMCFS, which could also result in different resource allocation and scaling of these deployments, the Order Hub authentication was intentionally designed to work with the SBC deployment.
