ITX HIPAA Compliance Check - Include validation of NPI number

Enhance the HIPAA Compliance Check to validate that the NPI number in the X12 transactions is a valid format. NPI Must be 10 characters long, starting with a 1 or 2 and the first 9 digits are used to calculate the 10th character, as a check digit.

Our server group is pushing the upgrade of all servers running Windows Server 2003 as it is EOL for support through Microsoft. The stress is on getting it to work in 2012 R2 as that is the preference.
