Error Suppression for Similar Errors Merged

ICC treats each event independently, but when one issue causes many failures (e.g. remote Trading Partner server down), users are alerted for each failed transfer. There should be logic to suppress similar errors within a specific time window.

If implemented, the operational overhead of responding to tickets/errors would be significantly reduced as many errors are related to the same root cause.
