Control Center 6.4 has been released today with the capability to count X events in Y time period then alert.

The wording of this is slightly different from CCM1-I-361 i.e. this one suggests a rule should be configurable so that the alert is only triggered if the same event happens n times over a period of time. CCM1-I-361 suggests that an alert should be triggered the first time the event happens but is then suppressed for a period of time before alerting again.
