SEAS SSO token synchronization

We need a way to synchronize the SSO tokens generated on one SEAS server to another SEAS server. This is needed for redundancy and failover support. Currently SSP points to a Primary SEAS Server and SI points to the Primary SEAS as well. If SSP fails over the Secondary SEAS server and SI is still able to get to the Primary SEAS then the token that SSP gets from the Secondary SEAS is not valid on the Primary SEAS that SI checks it against. This results in a outage! The best solution to this "out of sync failover" is to replicate the SSO tokens between the EA servers.
