Move $CL codelists from Legacy InFlight UI to Config Center UI under the company's Business Alias

When using $CL (codelist lookups via the Rules Engine), those codelists must be loaded to and maintained on Legacy InFlight UI. These codelists are difficult to update and maintain, cannot be exported, and also are not visible to clients using Config Hub. If the codelists were maintained in Config Center UI under the company/business alias, like other codelists used by maps, they could be exposed to the client for maintenance via Config Hub self-service, and would also be easier to load and edit.

How will this idea be used?

When clients have a codelist which determines data flow, and that codelist has regular updates, they have to open a support ticket, and support has to maintain that codelist in Legacy systems (InFlight Legacy UI, or loaded via file in BPN Support Tool to SAT). Everything else has moved to Config Center UI, but this one remains on Legacy InFlight UI.
