Allow users to reload documents with a status "available" that have not been picked up in more than 24 hours.

This will provide users the ability to pick up documents that have exhausted the number retries allowed. Today, the only way to fix is by opening a ticket with support to mark the documents as "picked up" so that the user can then reload them to the mailslot. It would be easier if users could, in addition, reload documents marked as "available" too.

User searches mailbox for documents marked "available" that have not been pulled, due to communications issues that exceed the number of retries, leaving the documents stranded in the mailbox. User would then reload documents, resetting the retry attempts for pulling
