Escalation Enhancements for "invite again" function

Registration Process Updates (as discussed with Greg)

1. Allow partner to respond to a multiple choice question when registering and having difficulty. There have been quite a few cases where the partner receives the registration notification, but have ‰ÛÏissues‰Û completing the registration. If the partner has not registered after the initial email we would like the reminder email (currently sent by the invite again button) to trigger a new email. This email would remind them to register, but it would also give them a drop down of choices to submit back‰Û_

a. I need help, please contact me.
b. I am not the correct contact.
c. I no longer do business with ‰ÛÏCompany Name‰Û.

This would make responding much easier for the partner and would help to gain a quick understanding as to why they have not answered, bad contact information, etc.

2. Provide easy way to notify Sponsor that there is an issue with registration for the partner. If the partner has not registered after a week, and the reminder has been sent without response, there needs to be a way to trigger a note to the Sponsor. The Sponsor provides the contact information, etc. when there is no response the partner needs to be escalated to the Sponsor. Instead of manually escalating to the Sponsor as it's done today, adding a function to PEM that triggers a note to the Sponsor would reduce work effort.

Similarly, when the reminder email above (with choices) is implemented, depending on the choice, the correct person should be notified. Choice 1 (I need help, please contact me) would go to the Screening Team. Choice 2 (I am not the correct contact) would go to the Sponsor company so they can provide a new contact. Choice 3 (I no longer do business with ‰ÛÏCompany Name‰Û) would go to both Sponsor and Screening Team.
