Define Partner User Standard and Partner User Admin on approval screens

When a Partner Administrator receives a registration confirmation they must approve the Partner User. When doing so they must choose "Standard" or "Administrator" for the user. Without a description of each kind of user, the Partner's are choosing off assumptions.

We would like to propose two changes.

First, switch the order of the screens. Currently, the Partner Administrator chooses the type of user before choosing "Accept" or "Reject". If the Partner plans to reject the user there is no need to specify the type of user.

Second, we would like to update the window where "Standard" or "Administrator' is chosen to include a definition of each. We have included a proposed view of this screen, in the StandardAdminUserDefinitionScreen.png.
