Rollout UI - Allow rollout to Sponsor

The Rollout Activity API allows an activity to be rolled out to the Sponsor. This allows a Sponsor to execute an activity requiring a partner interaction.

The web UI for rolling out an activity does not have this function.

How will this idea be used?

There are use cases where we can define an activity workflow for a Sponsor that does not involve a partner. Currently to run these, we require the Sponsor be added as a "partner" so they can run activities. This means the same email address can no longer be used as a Sponsor admin.

Being able to rollout an activity to a sponsor using the web UI would mean the Sponsor Admins can remain sponsor admins while still being able to run these activities.

We currently have some options that would allow a "dummy partner" to be assigned as part of a REST API. This is not available in the UI.

As part of the enhancement, we will look to disassociate the need for a partner for rollout out an internal activity and make changes to the rollout wizard.
