Provide entitlement to allow sponsor users to reset partner passwords only. Merged

We have a 24/7/365 helpdesk which is the first line of contact for partners. A common role for that helpdesk staff is to be able to reset system passwords if necessary. We are requesting a means to entitle sponsor users or admins to have only password-reset capability; not all the other capabilities that come with a sponsor admin role. This helpdesk team is separate from any other PEM admin teams.
