Allocation Safety factor separate from availability safety stock for SHP and PICK delivery methods

We want the ability to shut off the selling of an item using safety factor by setting the safety factor for the item above inventory availability levels but still let orders accumulated in the system be allocated to nodes with availability.  In the context of schedule or release process, this safety factor would override the normal safety factor.

As a business, we want to stop taking new orders for a product using safety factor by shutting off availability but still let any unfilled orders in the system be able to schedule/release to nodes that have enough supply.
