Allow custom OMS code access to DB Backup schema, same as what the data extract tool uses.

For requirements such as exporting inventory data or other non-transactional DB endeavors it would greatly improve performance and generally reduce risk to be able to access the backup DB schema in the production environment from OMS custom code. Note that I envision this schema as pointing to the backup DB in production as it is a copy of production but would point to the live transactional database in lower environment as there isn't a backup DB.

This is the same DB schema that the data extract agents use and for a very similar cause.

    Currently DB query tool lets the eligible application users to access using the DB query tool. DB query tool pulls the data internally from the backup database. This is sufficed by the DB query tool.
