add -L parameter to RUN()

Looks like the -L parameter is currently only available in Command Server on Non-Windows platforms. When I try to call RUN("submap", "-L") in a map, I only get a generic error message ("Error detected in running map, exiting.")

Our migration from Command Server to ITX for IS (IIB) cannot be complete without the "-L" parameter available in RUN(submap) calls, because we rely on that parameter in our CI-/test scripts

P.S.: Please also re-consider to implement -L on the Windows platform, since our CI platform is Windows (...because mcompile.exe exists for Windows only). https://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=87356

    Does not make sense for a RUN function.  Can be achieved via the TX API
