Improve on C:D z/OS the caching all of the RACF userid support on the File Transfer incoming traffic

Description:
To reduce the allocation time of a file, would be better to implement on the C:D z/OS the caching of all userid that RACF (ACEE) support on the inbound traffic, that is basically to memorize the accesses and minimize the queries to the RACF
 
Proposal is for C:D z/OS Caching all of the userid that RACF support on incoming File Transfer traffic
 
 
Use Case :
The goal is to reduce the query time to RACF by avoiding I/O to get the same ACEE over and over, this time is clearly perceived by the difference between the both "ZI" and "CI" Record ID.

    Thank you for opening this enhancement request with us.  I have reviewed it with my team thoroughly.  Unfortunately we won't be able to accept this request.  We feel that making this change would weaken our security capabilities which would not be beneficial for the broader market.  I do appreciate you opening this request and would encourage you to open others in the future if you run across additional suggestions that you'd like us to consider.
