Enable specifying account permissions on download orders for each user

There is no option for us to add accounts for a B2C file which we can do at the moment in Axway. For our current set up we give permissions to users by account numbers so they can only retrieve statements containing that account

In Ebics so our customer can retrieve statements which contain accounts they only have permission for

    EBICS Server should allow entry of account permissions for (transport) users for all download order types. This will allow filtering of downloads to prevent users accessing reports/statements etc for accounts for which they do not have permissions.

    See EBICS v2.5 standard which in section 9.3 states:

    An account is only included in the HKD response if at least one of the following conditions is complied with:

    1. The customer possesses an agreement on the provision of bank statements for the account.

    2. At least one of the customer's subscribers is authorised to sign for the account.

    NB this applies to both German order types such as STA as well as French FDL with filetypes such as camt.
