Create monitoring plan for threads, connections and buffers using QW

We have a need to monitor threads, connections and thread pools with the help of Queue watcher. Currently QW provide just the snapshot but there is no reporting from the same.

We had multiple times the situation where the application is utilising all the connections from the pool which causes crisis and outage to the system. We want to early warning to be raised by the system by monitoring the counts from QW.

    Thank you for participating in the request for enhancement community. We have added this to our roadmap and will be looking to prioritize queueWatcher as-an-API in the future
