Traffic Throttle Mechanism per User/Customer in SFG

There was an instance when a customer uploaded huge number of files every second due to an issue on the customer side which broke the system on our side.

We have a traffic throttle mechanism requirement where we can throttle the traffic in SFG per user/customer based on a threshold which can be set per user/customer.

So if the traffic for a particular user/customer reaches the set threshold then we should be able to restrict further traffic from the same user/customer.

Could you please review the above requirement and help with a solution ?

Note: We want out of the box solution rather than any custom solution.

This will be used to efficiently manage customer's traffic and avoid situation of breaking SFG due to huge traffic from a customer due to issue on its side or an DDoS attack.
