Added support of Windows 2019 for SterlingConnectDirectFTPPlus-Window

Currently, The SterlingConnectDirectFTPPlus-Window is supported until Windows 2012 Server. There is a plan to introduce support for Windows 2019 early next year, and I would like to request support as soon as possible.
