enhance ITX plugin for IIB

the ITX plugin in IIB works very well. However, it is not possible to update the audit and trace settings on the fly and can only be done by deploying a new map with the updated settings.

Walmart is looking into Pure Application. They already have IIB and MQ, they need the WTX component. Currently we only package Launcher, we need package for WTX4IS.
