Want to create email notification if Active Alert queue has exceeded the limit

I have looked throught the available message ID's for Control Center rules to see if it is possible to setup a rule in which I could create  an email notification of the Active Alert queue limit has exceeded and I did not see any.    Do you know if something like this is possible?
