I believe that IBM's objective is to move all of the functionality that is in the Java console to the Web console. There is some functionality that is available in both. One of these is rules management. On the Java console a user can duplicate an existing rule and make the appropriate updates to make the new rule unique. I do not see a way to do this in the Web console.
Also, one the Java console I can change the from email address. This option is not available in the Web console.
