Allow API access to control user access to VFS

We require the ability to query the webMethods.io MFT APIs to create/update users and create/update VFS permissions for users.

Currently, we have over 50 VFS setup for external organisations to connect with over 400 credentials to manage. In an ideal world, we would let an external team manage the permissions to the VFS, however as the UI permissions in MFT don't allow edit access to specific VFS's, we cannot grant users access as they may break other integrations. 

One way we can alleviate this is to provide an integration between a source UI, sharepoint list or CSV to create/update the MFT VFS permissions and Users, but to do this we need the APIs available to us to hit.
