Developer Role in B2B.io should able to create processing rule with the option to call the integration

Currently only Administrators in B2B.io can create processing rule with the option to call the integration. To be a Administrator in B2B.io, the user also should be account administrator. Technically, we can't make all developers as Account Administrator. This has created significant dependency with the Account Administrator where we have hardly 2 or 3 members.

Earlier in legacy UI, this was not the case where developer were able to create the same. We are planning to extend B2B.io to Citizen Developer and with this restrictions will be not work. So allow the developer roles to create processing rule with the option to call the Integration.
