provide WmTNStub package to IBM webMethods Hybrid Integration

In webmethods cloud container a solution is available to seamlessly migrate Trading Network solutions developed on-prem to the cloud.
it is possible to import all TN assets to B2B cloud and all integration server packages that have a dependency on the WmTN package can continue to work using the WmTNStub package instead (same for WmEDIForTNStub and WmEDIINTStub).
This solution is missing in IBM webMethods Hybrid Integration.
In the sceario where a customer wants to use the B2B Saas and to keep the Integration Server on premise, the communication is broken, and it works only one way. The B2B SaaS can remotely invoke the Integration Server services using the Processing Rules, but there is no solution available for the on prem Integration server to continue to interact with the B2B layer, as the WmTN package cannot be used anymore. 
As the solution was already built for the webmethods cloud container, I suppose it should be possible to do the same with IBM webMethods Hybrid Integration.
