Allow BOPIS orders where order is not picked from the store but shipped from warehouse

There are scenarios where items are special order items or not available in store or store does not participate in  BOPIS. Also called as Site-to-Store. In these cases, the order is actually picked in warehouse, packed and shipped to the store (via a transfer). There can be many such orders that are consolidated in a shipment. There should be a way to receive this kind of shipment which actually has packages for such online orders. After receiving of these packages the packages are putaway to either to a location in the store or directly to the staging location for customer pickup.
