All store inventory statuses mapped to on-hand should be pickable

Currently, inventory with valid on-hand status is not being picked due to store inventory status mismatch. This results in store inventory being stuck indefinitely and can't be picked to fulfill an outbound order.

IBM Support had suggested to do a customization to enable the picking of the inventory. However, this should not be required since all the store setup is out of the box.

How will this idea be used?

The idea would be used to give the store the flexibility to transition inventory status without it getting stuck forever and not be able to be picked without a customized hack.

The OMS sales order should not know the specific inventory status that ship nodes such as stores, DCs, 3PLs, etc. internally use and should not need to pass it on the sale order (there is not even a place to pass it).

The idea is simply that as long as the inventory status is mapped to supply type ON HAND, then it should be pickable.
