Forward Proxy to support fetching private key from B2Bi with SEAS

The existing feature only support to fetch the Private key from LDAP which will be use as identity key when a connection is being initiated to remote user from SSP. This enhancement is to support a mechanism to fetch the user identity key(private key) from B2Bi itself. There can be an option to provide a key name which will be fetched from the user. This will help to have an additional option to fetch private key from LDAP and both B2Bi instead of keeping the key locally at SSP level. Also, this will help in migration where an existing key from B2Bi can be used directly instead of moving it to ldap.

This option can help customer where they already using SEAS in the implementation and can use SEAS for fetching the private keys

We also have raised https://ideas.ibm.com/ideas/SSP2-I-231 where we have suggested to pass the key without SEAS usage.

TS021952314 is being used for all queries and discussion regarding forward proxy.
