Publishing DG Availability Events for All Demand and Supply Changes

Business Requirement: Some of the external legacy applications are relying on network events to maintain current availability state.

Scenario: DG Node-Specific Demand Without Supply

The DG (distribution group) consists of multiple nodes. In a specific case, demand is being placed against a node that will never have any associated supply. As a result, the node’s availability will always remain zero, leading to a persistent shortage condition.

However, when evaluating availability at the overall DG or network level, we expect the system to account for this demand and trigger DG availability events accordingly. This ensures that downstream applications receive accurate ATS (Available to Sell) information.

Currently, while the API invocation correctly reflects the shortage demand, the corresponding DG availability events are not being published.

The same to be considered for un-assigned demands case as well, where a DG is enabled for considering unassigned demands for availability. Network availability event should be published when an un-assigned demand is created.
