The system, by default, publishes DG availability events only when the availability is positive. If there are pending unassigned demands, the Order Management System must proactively reassign those demands to a valid node; otherwise, they will be treated as outstanding orders, impacting the overall availability value.
A pending enhancement will introduce the option to include node shortages in DG availability calculations. Currently, nodes in shortage are excluded from DG availability. A user-configurable toggle will allow users to define whether node shortages should be factored into the network-level availability. For example, if a node is shut down, all of its outstanding shortages will reduce the network’s total DG availability.
So the behavior today without the flag is working as expected.
