Jurisdiction and Exclusion - Based on the Product Attribute and Shipping Group for Address whether Fulfilment allowed or not should be considered with in SIP promise to provide EDD and shipment assignments. This is required to manage carrier constraints (for e.g., Furniture cannot be delivered to BFPO Post Codes), legal constraints(for e.g., cannot ship wines to certain region), safety constraints (for e.g., cannot ship items contains combustibles like Alcohol to International)

Jurisdiction is a set of country, state, city and postcode range which helps in identifying where the order can be shipped. There could be 1000s of post codes in a country, it is not necessary that Retailer delivers to all the postcodes. Retailer should be able to define/update what Jurisdiction can it deliver to based on its carrier contracts.
Jurisdiction key data points: Country, JurisdictionId, City, State, Zip Code Start, Zip Code End
Shipping Exclusions can be managed using jurisdictions data. Questions that Shipping exclusion can help answer:
1. Within my Jurisdiction - How do I restrict certain items/category for Nominated Home Delivery to certain post codes, as my carrier does not delivery there?
2. Within my Jurisdiction - How do I Restrict Furniture Standard Home Delivery for BFPO post codes, as my carrier is not allowed to deliver there?
3. Within my Jurisdiction - How do I Restrict certain Items Delivery to Northern Ireland, as there are trade restrictions to ship from Great Britain to Northern Ireland?
Shipping exclusions key data points: JurisdictionId, Department, Product, Delivery Service (Standard Home Delivery, Nominated Home Delivery, Click & Collect, Standard - International etc.)
