Introduce Region definition in SIP and add regional sourcing rules set up similar to Sterling OMS

SIP does not allow managing region definition so that a given post code in the available to promise APIs  input can be related to a region and promise calculation can use the region constraint defined as part of promising rules.

SIP can easily support region defined as group of multiple cities (Region 1 = City 1 .. City 5), but if the level of region is lower than a city i.e. bunch of postocdes within a city (Region 2 = Postcode1 .. Postcode100) then managing them would be cumbersome for business

    SIP should allow to define groups of post codes or post code ranges as a “regions”, which can be incorporated as a new sourcing criteria. When the Promising API gets a post code which falls under one of the defined regions in SIP, SIP should be able to associate the correct source rule by identifying the region associated with the postcode included in the Promising API request.
