Allow different Node Balancing Cost (NBC) parameters by Service Level Agreement (SLA)

The SLA configuration we have loaded has values of Standard, 1Day, and 2Day.

Is it possible to have different node balancing configuration values (Tiebreaker cost, Backlog Threshold, Overcapacity Penalty) for each node that vary by SLA?

For example, for a node they would have Tiebreaker cost of $0.10 if SLA is Standard SLA, but Tiebreaker cost would be $5.00 if SLA is 1Day and $3.00 if SLA is 2Day
