The max carrier service capacity should be considered by SIP Optimizer when selecting a carrier service

During holidays, ULTA have carrier services that impose caps on the number of packages. For example, they only want to ship 1000 packages using Fedex Ground for that day. Any more packages cannot be shipped by Fedex Ground on that day. So SIP Optimizer should consider the Fedex Ground carrier services as unavailable for that day.

Without this feature, SIP shall continue to assign the same carrier services again and again. This will have an impact on the downstream system where SIP made a decision based on FedEx Ground whereas the actual carrier service chose might have been UPS Ground. This creates discrepancy between the suggested and actual carrier service selection and does not look good on SIP capabilities.

Similarly, we have had a use case in a previous implementation where the client had to send minimum packages to a specific ship node.

So, both min and max number of packages for a carrier service should be considered for decision making by SIP Optimizer.
