SIP: Reservation api for a distribution group to consider shortage quantity for nodes associated to a DG

Reservation API against a distribution group, should consider shortage quantities of nodes within DG and restrict reserved quantities to consider shortage.


When a reservation api is invoked for an item and utilizing the entire network (distribution group) to determine availability, it doesn't consider shortage quantities for a node which is also part of the same DG and allows over selling across the network.

Due to this, we end up overselling and provides a bad customer experience.

The reservation API is not utilizing the distribution group / network availability view to its true state. This provides an incorrect view and clients have to add additional availability checks to determine if quantity requested can be reserved or not even though the reservation API should provide both availability check and demand reservation as one.
