Configure additional costs to be considered by SFO for optimizing the node

Apart from the Processing and Shipment Charges, that are being considered as part of the Shipping Model to calculate the cost to serve from the node, SFO should also have a way to add the cross-border customs charges, insurance cost and other miscellaneous costs.

Customs charges are dynamic in nature when the shipments are shipped from a country to another country and is calculated as a percentage of the cost of items in the package.

SFO should be able to manage both fixed and variable costs when generating the cost of the package to be shipped from the node and carrier.
