Allow granular File Gateway Operator permissions on file gateway UI, similar to the granularity that's possible on the B2Bi Dashboard.

The current SFG user groups do not allow granular permissions on the SFG UI, specifically replay, redeliver and menu options. Some manipulation is possible by editing the default groups, e.g. removing Partner maintenance from the File Gateway Operators group, but this is not advisable as the default group permissions may be reverted during a future product upgrade.

It also appears as if it's not possible to clone one of the default groups like File Gateway Operators as any user assigned to the cloned group is not able to log on to File Gateway.

Older documentation explicitly stated that a user must belong to one of the default FG groups, excluding FG Partners, in order to access the SFG UI.

The filegateway.log in later versions (e.g. 6.2.0.6) also shows an error as below when a default group is cloned and a user assigned to that group.

From filegateway.log: "Denying access to 'testfgoper5' because this user does not belong to one of the SFG admin groups"

Customers have varied internal operational requirements and the current basic groups (admin, architect, provisioner, operator) is insufficient.

The File Gateway Admin With No Replay All Permission is a good idea as it means we no longer have to edit file gateway web pages to remove certain features, BUT, it has to extend to Redeliver (All) as well to remove the Redeliver Button, OR, why not just make all buttons, menu options, and menu items configurable through permissions. 

This way customers can create their own groups and assign their own permissions as needed, without the concern of editing default product groups that will be reverted during the next upgrade.
