Adapt SBI to the removal of "clientAuth EKU" from Public TLS certificat

By February 2027, public certificate authorities (CAs) will stop supporting TLS client authentication due to Chrome’s new root program rules.  Customers which have enabled "Require Client Authentication" in the C:D protocol Secure+ configuration.  Partners whom renew their Public CA won't be able to connect anymroe as their TLS certificate will be missing the clientAuth EKU.

Modifying the security configuration on the SBI server isn't an option.

SBI should adapt to this change in Public CAs like other products do.  For example the EKU “purpose” check will be ignored for the leaf certificate during verification. Only the EKU mismatch check will be bypassed – mTLS connection will continue to work with "Require Client Authentication" enabled if the certificate is otherwise valid and trusted.
