EBICS: suppress NO_DATA_TO_DOWNLOAD log errors

Because EBICS transactions are always initiated by the client, customers will regularly poll the server using download orders. If there are no files in the user's download mailbox on the server then the EBICS server returns a NO_DATA_TO_DOWNLOAD error as per the EBICS spec, but it also outputs all the details into the EBICS logs even if configured to Logs=off or error only, causing a lot of noise in the logs for business as usual situations. The EBICS Server should provide an option to categorise these such that they are only output to the logs when in debug - ideally configurable to decided which EBICS errors should always be output to the logs versus only in debug mode.
