Cleanly handle EBICS Requests with no post data or methods other than POST

Customers regularly receive requests to the EBICS URL which have no post data. This causes the EBICS handler BP to throw a NULL document error creating noise in the logs and meaning the BP fails. Sometimes this is just an error but often the EBICS Client software will send a GET to verify the URL before sending the POST. The EBICS handler BP should instead return an initialisation response with error code 061002 -EBICS_INVALID_REQUEST if the method is POST, or an HTML page if the method is GET, or a 405 Method Not Allowed if the method is anything else. The GET response should default to something simple e.g. Deutsche Bank (https://ebics.db.com/ebicsweb/ebicsweb) returns:

So we could replace the body content with something like "IBM Sterling EBICS Server." Ideally the server would provide a parameter for the bank to provide their own HTML either as a string or from a document/BP.
