Provide method to support EBICS SEPA XML Containers

The EBICS v3 BTF includes a container parameter which can be set to ZIP or XML. The XML option means that all files that match the download parameters must be combined as a single XML file according to the requirements set out in the German DFU agreement (section 9.1 here: https://www.corporates.commerzbank.com/portal/media/corporatebanking/neu-hauptportal-rebrush/footer-1/agb-13/archiv-der-vertragsbedingungen/2013-1/datenformate_sepa_kunde_bank_v2-7_en.pdf). One way to implement this would be to provide a Pre-BP option per BTF (download) transaction type, similar to the Post-BP option for upload orders/transactions, allowing customers to write their own BP. The Server should pass the list of documents identified for download to the BP allowing the BP to combine these and return an updated document/list, or to return a No Data to Download error. The BP should be called even when the Server does not identify any files so that the BP can be used to dynamically build the download data and override the return of a No Data to Download error.
