Provide mechanism to persist EBICS COF order descriptions

Currently the descriptions for EBICS order types created using the Custom Order Framework must be manually added into the relevant ebics_{language].properties file in the lang sub-folder. These properties cannot be defined in customer_overrides e.g. defining entries such as ebics_en, ebics_de etc in severs.properties.in pointing to the relevant files in the ang folder then using these as prefixes to define the descriptions in customer_overrides does not work. In our tests the EBICS Server will only pick these up (used in HTD order response) if they are added directly to the relevant lang property files.

Ideally the ability to define the descriptions in multiple languages would be added to the UI so that it is not necessary to edit the property files, or the EBICS Server should support defingint these properties in customer_overrides.
