Global Mailbox - Replicate New Trading Partners/etc To All Data Centers

When a trading partner is created in one data center, it should replicate to the other data centers. I should not have to export/import the data. This feels like an intentional blocker to push clients to pay for PEM. If it truly is global, what happens in one data center should happen in all. This goes for all data (trading partners, certs, schedules, etc).
