Enable CRL Cache for CRL Check using the Distribution Points

How will this idea be used?

We have a requirement to accept any certificate authority certificates but need to check the CRL. We are using the CRL Check Required from the Distribution Points configuration. With this configuration, the CRL check is performed every time. Usually, the CRL's are getting updated weekly and there is no point going and validating the CRL every time. Adding a provision to Cache the CRL results would save a lot of time and improves the authentication request performance. In fact, similar functionality was already there in SEAS while creating the CRL definitions individually.
